Tournament Rules & Regulations

Team Composition: 

Teams are permitted to have a maximum roster of 14 players; Teams must begin play with 5 players. However, if a  player fouls out or is injured the team may play shorthanded, if they do not have any substitutes. Players must play in at least one round robin/pool play game to be eligible for the play-offs of any tournament. 

Time Format: 

All games will have a guaranteed minimum 3 minute warm up time.

All games will consist of two 20 minute halves, running time. with a 1-minute half-time break. For all games, if at any time in the last 3 minutes of the second half the score is within 15 points or less, the clock will stop on all whistles and made baskets. 

All games will have a 2-minute overtime period if needed. Each necessary overtime will begin with a possession arrow and the teams will not change baskets. Time-outs do not carry over into overtime periods, however each team will be given one 30 second time-out per necessary OT. The 3rd OT period in round robin will begin with a jump ball and be  played as sudden death, where the first team to score wins. 

Timeouts:

Teams are allowed two timeouts in the first half and two timeouts in the second half. Unused timeouts in the first half do not carry over to the second half. All time-outs are 30 seconds in duration and the clock will be stopped during time-outs. The clock will remain stopped after a time-out until the ball is inbounded to resume play. 

Timeouts must be called by a designated coach at the score table and can only be called during a dead ball situation. If a  team does not have a coach a designated player/coach can go to the score table from the bench to call the time-out. If  that designated player/coach is on the floor when a time-out is required, they may approach the nearest official. 

Shot Clocks: 

Each game in every Men’s division shall be played using shot clocks. 24 second shot clocks will be used with a reset to 14 seconds after an offensive team rebound. Shot clocks will not be used in all other divisions, and a 5 second closely guarded rule will be in effect while guarding the player with the ball. Due to the running clock, if the ball is out of bounds with under 14 seconds on the shot clock, the shot clock will reset to 14 seconds. If the ball is out of bounds with more than 14 seconds on the shot clock, the shot clock will reset to 24 seconds. These shot clock rules apply regardless of front court position being established or not.  

Foul Shots: 

Teams will shoot a 2 shot bonus on their opponents’ 8th and each consecutive team foul of the half. Team  fouls will reset to zero at the start of each half. In the last 2 minutes of the second half, each team’s foul count will be increased to 7 (if they have not yet accumulated that many), and if they already have 7 or more, their foul count stays the same. Team fouls do not reset for OT periods. Players occupying lane spaces may enter the lane on the release of the ball. The shooter and players not occupying lane spaces must wait for the ball to contact the rim before they can move. 

Note: In the last two minutes if the team fouls are less than 7, the team will automatically jump to 7 upon their first team foul and a penalty will be administered on the 8th team foul. 

Defaulted Games: 

If 5 players are not present at the designated start time on the schedule, a 2 minute grace period will be given after that the game clock will start. 

After 15 minutes (5 minutes remaining on game clock), If 5 players are still not present, it will be considered a default.  

If the game starts within the 15-minute time frame, the game will start with 2 points per minute given to the opposing team (maximum 20 points). 

Game will start with a jump ball.

Court Lines: 

The outside 3-point line and the outside lane key will be used for U14 and older divisions.  

U13 and younger will be using the inside 3 and inside key.

Jerseys: 

Teams must have matching jerseys. All players must have a numbered jersey and be listed on the game sheet  prior to entering a game. Duplicate numbers and/or taped numbers are not acceptable.**

Blank T-shirts are not acceptable and there is no leeway, players will not be allowed to play

**If the organizing committee is notified prior to the game within a reasonable timeframe, or if an incident occurs that necessitates the use of an alternate jersey, an official review will be conducted to determine whether the alternate jersey will be accepted. (Each case will be evaluated individually.)

Age Spot Check (For Division with years e.g. 2007/2008, 2009/2010) 

Players in age-specific divisions may be required to provide a government-issued ID upon the request of the Convenors:

1) If a player does not have a valid Government issued ID and is questioned - the specific player will not be allowed to play until valid ID is provided.

2) If a team plays with a player who is over age and is found out after the game - the team will forfeit all previous games played with the player & that player will not be allowed to play moving forward.

No pictures, ID presented must be a physical ID.

Drop Back Rule: 

All games in the Youth divisions (U13 and younger) will have a 15-point Drop Back Rule. When a team leads by 15 or more points, its players must immediately ‘drop back’ into their backcourt behind the halfcourt line once the losing team secures player control of the ball. The losing team shall be allowed to dribble the ball unimpeded across the halfcourt line and establish frontcourt status. 

*Violation of the rule stated above will result in the ball being awarded out-of-bounds to the losing team, at the  frontcourt sideline, at the free throw line extended. Repeated violations of the Drop Back Rule could result in a delay of  game penalty. More than one delay of game penalty shall result in a technical foul to the offending team

Conduct: 

Verbal abuse of officials, tournament staff, minor officials and/or other players will result in technical fouls. Players  receiving 2 technical fouls (non-flagrant) during a game are automatically suspended for the remainder of the game and  must leave the gym. The player must also sit out of their team’s next scheduled game.  **Accumulated Game Ejections - If a player receives 2 game ejections in the tournament, they are automatically  suspended for the remainder of the tournament. 

If a team has two players ejected in the same game for technical fouls, that team will lose the game by default. This  includes all round robin/pool play and play-off games. 

Fighting, racial, or homophobic slurs will not be tolerated. Flagrant technical fouls will be assessed in these situations.  A Flagrant technical foul ejection can also be assessed if a foul is deemed as an intentional attempt to injure an opponent or as a fight. Players receiving a flagrant technical foul during a round robin/pool play or play-off game are  automatically suspended for the remainder of the game and must leave the gym. Players receiving flagrant technical  foul ejections will also be suspended from the remainder of the tournament and will need to have a OCCCR Disciplinary  hearing. A fight is defined as an attempted punch, kick, or strike of an opponent. 

A player receiving 3 single technical fouls within the tournament may continue to play in the game that they receive the technical, provided that it is not their second one of that current game. However, the player is further suspended  from playing in their team’s next scheduled game. If the team has no remaining games left in that tournament, the one  game suspension must be served in the first game of their next entered tournament. 

BALL SIZE FOR EACH DIVISION:

Size 5 - 27.5 - U9-U12

Size 6 - 28.5 - U13-U14

Size 7 - 29.5 - U15+

FORMAT FOR BREAKING TIES AT THE END OF THE ROUND ROBIN/POOL PLAY:

1. Team(s) with the least defaults during round robin/pool play. 

2. Record during head-to-head competition. 

3. Team with the most wins during round robin/pool play. 

4. If all tied teams have played each other, +/- in all games between tied teams. 

5. If all teams have not played each other, +/- in all games against all teams that the tied teams have mutually  played, excluding defaulted games. 

6. If # 4 still produces a tie, +/- in the second ½ of games against all teams that the tied teams have mutually played,  excluding defaulted games. 

7. Team with the least points scored against for the round robin/pool play in games against all teams that the tied teams have mutually played, excluding defaulted games. 

8. Team that scored the most points for the entire round robin/pool games in games against all teams that the tied  teams have mutually played, excluding defaulted games. 

9. Coin Toss. 

If still tied after #1, then proceed to the second criteria, and so on until the tie is broken.

FIBA Basketball rules will apply to all other situations not mentioned above.

Adult Division Regulations

RECREATIONAL MEN OPEN REGULATIONS 

TEAM COMPOSITION:

  • Maximum 14 players on the roster

  • Maximum 2 current OCAA players

  • No current OUA players 

    • Must be 3 years removed from OUA if looking to play in REC division (with approval from convenors)

  • Ex professional players with approval from convenors

  • Absolutely NO current professional players (Currently contracted)

  • ROSTER must be Pre-approved by Fil-Act NextGen.

If any games are played with more than 3 OCAA/OUA/CCAA/NCAA/JUCO/EX-PRO players (without convenors approval), the team in question will forfeit the game played. The captain and a member of FANG will discuss who will need to be removed from the roster.

RECREATIONAL WOMEN OPEN REGULATIONS 

TEAM COMPOSITION:

  • Maximum 14 players on the roster

  • Maximum 2 current Post-Secondary players with combination of:

    • 1 OCAA and 1 OUA Player

    • 2 OCAA Players

    • Cannot have 2 Current OUA players 

      • Must be 2 years removed from OUA if looking to play in REC division (with approval from convenors)

  • Ex professional players with approval from convenors

  • Absolutely NO current professional players

  • ROSTER must be Pre-approved by Fil-Act NextGen.

If any games are played with more than 2 OCAA/OUA/CCAA/NCAA/JUCO/EX-PRO players (without convenors approval), the team in question will forfeit the game played. The captain and a member of FANG will discuss who will need to be removed from the roster.

ALL ASIAN STARTER REGULATIONS 

TEAM COMPOSITION:

  • Maximum 14 players on the roster

  • No current OCAA/OUA/CCAA/NCAA/JUCO/EX-PRO players ( unless otherwise stated with approval from convenors)

  • ROSTER must be Pre-approved by Fil-Act NextGen.

  • Players must be of: Afghani, Armenian, Azerbaijani, Georgians, Kazakh, Kyrgyz, Mongolian, Tajik, Turkmen, Uzbek, Chinese, Japanese, Korean, Okinawan, Taiwanese, Tibetan, Carolinian, Chamorro, Chuukese, Fijian, Guamanian, Hawaiian, Kosraean, Marshallese, Native Hawaiian, Niuean, Palauan, Papua New Guinean, Pohnpeian, Samoan, Tokelauan, Tongan, Yapese, Bruneian, Burmese, Cambodian, Filipino, Hmong, Indonesian, Laotian, Malaysian, Mien, Singaporean, Timorese, Thai, Vietnamese, Bangladeshi, Bhutanese, Indian, Maldivians, Nepali, Pakistani, Sri Lankan, Bahrain, Iran, Iraq, Israel, Jordan, Kuwait, Lebanon, Oman, Palestine, Qatar, Saudi Arabia, Syria, Turkey, United Arab Emirates, or Yemen decent.

If any games are played with OCAA/OUA/CCAA/NCAA/JUCO/EX-PRO players (without convenors approval), the team in question will forfeit the game played. The captain and a member of FANG will discuss who will need to be removed from the roster.
